1. The Chairwoman welcomed everyone to the meeting, the Minutes from the meeting held on 7/10/10 were approved. |

2. Bunny and Jane - Neighbourhood Co-ordinators spoke about the clean-up days at Sandyleaze and Old Richians have been held in partnership with the Probation team and Enterprise. Litter was picked, hedges cut back and a bonfire removed. This equated to 90 hours of voluntary work by people serving Community Service for traffic offences etc. The team are looking for any area in Elmbridge in need of a deep clean to be tackled in the new year, the police will assist with road closure and stopping parking to ensure best access to areas in need of this service. Suggestion; the alleyway running from the Leazes/little Elmbridge. Residents are reminded that any issues should be reported to the team via 396396 or the ENP. |

3. Kevin lee and PC Mel Campbell; seconded from the Police to the City Council and Gloucester City Homes to take part in Project Solis. Project Solis was set up in April 2010, to combat anti-social behaviour within private sector housing. They are able to impose: DPPO’s (Designated public place order)- to stop drinking on the streets and anti-social behaviour in designated areas. Presently Coney Hill, Barton Street and the city centre. Dispersal Orders- to prevent groups gathering . Presently 1 in Tredworth. Injunction Orders- to deal with feuding neighbours e.g. mediation/prevention. |

4. Sarah Davies and Leon Roberts; Youth Offending team - Sarah has been seconded from the Police to support the Youth offending team. Leon is a programme officer. Their brief is to help Youth Offenders with issues surrounding housing, education and work as well as addressing the ‘offending’ issues and reparation of offences. It is multi-agency, working closely with Police, Council, Health and Education with both a psychiatrist and truancy officer on the team. There has been a very high success rate to get youths back into education/training or work placements. |

5. David Lyon, Area Manager, Census SW attended the meeting and spoke about the census which will be held next year (27th March) and it will be compulsory for the 25 million households in the UK and failure to complete will incur a £1000 fine. Forms may be completed online or on the paper form itself. They should take no-longer than 10 minutes to complete as they are 95% tick box and must be completed in English or Welsh (although translations for the questions are available). Completed forms will be anonymous for 100 years, although collated anonymous data will be available from September 2012. |

6. Police; a written report from PC Andy Plant was read out by the chair. It states within the report that ‘Elmbridge do not currently have any SARA plans’. However, at our last meeting it was discussed and agreed that a new SARA plan was to be opened around parking and safety issues in Windfall Way and Elmbridge Road plus associated side roads (to safeguard school children’s safety) This was felt to be especially pertinent, as a new Sure Start Centre, built within the Infant School grounds is due to open in the New Year creating extra congestion and need for parking.Action;Charlie to contact Andy. |

7. Jeremy Hilton County Councillor; funding to build the 4 new fire stations in Gloucester has now been approved and this will mean a faster response time for Elmbridge residents. The 5 million transport budget has been cut to 2 million, so we should be aware that cuts to the No 6 bus may occur as this is a subsidised service and road repairs will be difficult to procure. Longlevens library is due to be cut from it’s current 6 days of operation to 3 days. This is being contested as there were more than 94,000 visitors last year and is a very popular and well used resource. Allstones; recently withdrew a planning application to extend their operations, it transpires that they have been temporarily allowed to start work at 6.30 for a 3-month trial period. The City and County Council are monitoring the noise from not only outside Allstones premises but also in the Armscroft area. |

8. AOB The date of the AGM was noted as being 29th January 2011 and volunteers were sought to help on the day. The rough draft of our newsletter was distributed for comment. This will be distributed to all houses in the Elmbridge ward after Christmas. Charlie thanked Vera Li from Gloucester City Council for all the help she has given the partnership since its inception and wished her well in her new job. |
